As of 11 am today, carp are swimming in the dam’s basin.  Every so often, one or more will attempt (and fail) to gain entry to the lake.  Though not totally distinct in this snapshot, you can see them in the circled area. By going to the DamCam, you will find them more visible because of their motion.   

Carp are considered invasive and are not game fish like salmon (also known to jump obstacles).  Instead, they disturb and potentially destroy fish beds and multiply like rabbits.  Not much can be said that favors carp.
